## Ranking

### #1 Procore · 8.4/9.4
- Best for: General contractors already running projects in Procore who want invitations, side-by-side leveling, prequalification and the award to a subcontract or purchase order in one system.
- null · founded null · Quote only, price not published on the page we could open (annual fee by product, based on Annual Construction Volume)
- Procore ranks first because its bid management page covers the whole chain a general contractor cares about: bid invitations from templates, bid leveling across bidders, prequalification, and conversion of a selected bid into a subcontract or purchase order that updates the project budget.
- Pro: The pricing page says the contract includes unlimited users, including subcontractors, vendors and clients, so inviting trade partners does not add seats. The bid management page lists more than 500 marketplace integrations and an open API, and names Docusign for e-signing contracts.
- Con: No dollar amount, plan name or free tier appears on either page we opened. Pricing is an upfront annual fee by product that depends on Annual Construction Volume, so a small contractor cannot size the cost without a sales conversation. Implementation and onboarding prices are not given on the page.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #2 BuildingConnected · 8/9.4
- Best for: Subcontractors who want a bid board that collects invitations from any source, and general contractors who want leveling plus subcontractor qualification inside the Autodesk Construction Cloud.
- null · founded null · Quote only, price not published on the page we could open (page links to a separate pricing page)
- BuildingConnected ranks second because it pairs a bid board for subcontractors with leveling for general contractors and TradeTapp prequalification, and it connects to Autodesk Build so winning bids can become contracts.
- Pro: Bid Board Pro puts jobs from an online plan room on the sub's board automatically, and an AI Bid Forwarding feature pulls key details from invitations received outside BuildingConnected. TradeTapp offers custom questionnaires, limit calculations and financial ratios, with a crowdsourced network for vetting subcontractors.
- Con: The page lists no price and does not say whether subcontractors can use the product free. A guessed pricing URL returned 404, so we could not read plan details. The leveling description is a single sentence about comparing bids apples to apples, with no detail on how scope gaps are handled.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #3 PlanHub · 7.8/9.4
- Best for: Subcontractors and suppliers who want a published annual price for bid invitations and a free profile to start, and general contractors who want to post projects for free and send invitations through a matched network.
- null · founded null · $$ ($1,999 to $3,299 per year for the subcontractor Premier plan by radius; GC pricing not shown on the page we opened)
- PlanHub ranks third because it is the only product on this list that serves both sides of the bid with a visible entry point: subcontractors see Premier at $1,999 per year for a 50-mile radius, and general contractors can post projects for free, send one-click invitations and compare bids in an integrated leveler.
- Pro: Subcontractors get unlimited bids and can submit to all general contractors on a project at once, and a free profile receives direct invitations within a local radius. General contractors get a Bid Board with deadline reminders and team assignments, a Virtual Bid Coordinator for outreach, and an Integrated Leveler for side-by-side comparison.
- Con: The page we opened lists no price for general contractors and links to a separate GC pricing page, so the cost on the buyer side is unknown to us. Enterprise for subcontractors has no price shown, and radius drives the cost: $2,349 per year at 100 miles and $3,299 at 200. The pages we read do not describe converting a winning bid into a subcontract or purchase order.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #4 ConstructConnect · 7.5/9.4
- Best for: Estimators who want bid leads and takeoff priced per seat on a public page, with a bid management product (SmartBid, iSqFt) available when the team grows into invitations.
- null · founded null · $$ ($100 to $199 per seat per month for takeoff and bid leads; Premium from $10,000 per year; Bid Management not priced on the page)
- ConstructConnect ranks fourth because it sells the earliest steps of the bid, finding projects and measuring them, at published seat prices, and offers Bid Management, SmartBid and iSqFt for inviting, prequalifying and tracking subcontractors.
- Pro: The pricing page lists Project Intelligence Starter at $129 per month per market per seat with month-to-month terms, and Takeoff Starter at $100 per month or $1,200 per year. The home page says Bid Management covers invitation through award, with responses tracked in real time.
- Con: Bid Management, SmartBid and iSqFt show no price on the pricing page, so the invitation tool you would actually use for bid packages is unpriced. Professional lists $199 per month in one place and $2,200 per year for the first seat in the FAQ, and Premium starts at $10,000 per year. The pages we read do not describe bid leveling.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #5 Contractor Foreman · 7.4/9.4
- Best for: Small and mid-size contractors who want invitations to bid, response tracking and award to a purchase order or subcontract in an all-in-one tool with published plan prices.
- null · founded null · $$ ($49 to $332 per month on annual billing; $139 to $399 monthly; 30-day free trial on annual plans)
- Contractor Foreman ranks fifth because it publishes five plan prices and describes a full small-contractor bid loop: see all invitations to bid in one place, send invites, track responses, award, and turn the winner into a purchase order or subcontract.
- Pro: Vendors can submit bids without creating an account, which keeps trade partners off paid seats. The bid management feature says bids can be compared in one place, side by side, and plans range from Basic at $49 per month for one user to Unlimited at $332 for unlimited users on annual billing.
- Con: The page does not state which plans include bid management. Seat counts cap at 3, 8 and 15 users on Standard, Plus and Pro. The guarantee length differs between tables on the page (100 days on annual plans, 30 days on monthly). There is no prequalification or subcontractor network described.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #6 JobTread · 6.4/9.4
- Best for: Residential and light commercial builders who want one transparent price, unlimited free vendor and subcontractor portal users, and bid requests alongside estimating and takeoff.
- null · founded null · $$ ($199 per month base plus $20 per internal user, tiered down to $5; annual billing saves 20%)
- JobTread ranks sixth because the pricing is the clearest on the list for a growing builder: a $199 monthly base, $20 per additional internal user at the first tier, all features included, and free unlimited vendor, subcontractor and customer portal users.
- Pro: Per-user prices fall by tier, from $20 for users 2 to 10 to $5 for 31 and over on monthly billing, and the page states no contracts or setup fees. Bid Requests, Estimating, Takeoff, Cost Catalog and Contracts & eSignatures are listed as platform features.
- Con: The pricing page names Bid Requests as a feature but does not describe how requests, vendor bids or leveling work, so we could not score those from what we opened. There is no free trial; the page offers a 30-day money-back guarantee on monthly billing instead. No prequalification or subcontractor network appears.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #7 STACK · 5.6/9.4
- Best for: Estimators who need cloud takeoff and estimating first, with bid management as a listed feature, and who want a free version and published per-user starting prices.
- null · founded null · $$$ (from $49, $299 and $348 per user per month by product; a free version is also available)
- STACK ranks seventh because it prices takeoff, estimating and field tools per user on a public page, but bid management appears only as a feature name with no separate price or description on the pages we opened.
- Pro: Takeoff & Estimate starts at $299 per user per month with unlimited plans and projects, and the page says a free version is available. Build & Operate starts at $49 per user per month with a two-week free trial.
- Con: The pricing page gives no separate price for bid management and says costs beyond the starting figures need a demo or the Build Your Price configurator. It describes no invitation tracking, leveling or prequalification, so the product scores low on the bid-specific criteria.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #8 Knowify · 5.2/9.4
- Best for: Specialty subcontractors who need estimates, proposals, subcontracts and job costing, and who will run bid invitations outside the product.
- null · founded null · $$ ($99 to $399 per month; the page does not say which figure is annual; Enterprise quote only)
- Knowify ranks eighth because the pricing page shows estimates and proposals on every plan, and subcontractor management and subcontracts on Advanced and above, but mentions no bid invitations or vendor bid features.
- Pro: Core and Advanced both offer a free trial link, and estimates and proposals are included in all three plans. Core includes 1 user at $99 or $149 per month with extra users at $29, and Advanced includes 10 users at $329 or $399.
- Con: The page does not mention vendor bid features, does not say which price is yearly and which monthly, and does not state the trial length. Subcontractor management and subcontracts sit on Advanced and Enterprise. Enterprise shows no price.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #9 Projul · 4.5/9.4
- Best for: Remodelers and small builders who want estimating included in every plan and a published price ladder, and who will handle bid invitations elsewhere.
- null · founded null · $$ ($199 to $1,199 per month on annual billing; $249 to $1,599 monthly)
- Projul ranks ninth because it publishes four plan prices and includes estimating from the Starter plan, but the page lists no bid invitation, bid leveling or prequalification features.
- Pro: Starter is $199 per month on annual billing for up to 3 users, and Pro is $1,199 for unlimited users. Annual plans include the $4,500 Premium Support Package at no charge, except on Starter.
- Con: The page does not mention a free trial, offering a demo instead. Field Takeoffs is a Pro plan feature, and Change Orders start at Core. The two-hour estimate saving on the page is a vendor claim we have not verified.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #10 Bluebeam · 3.8/9.4
- Best for: Estimators and project engineers who mark up bid drawings, measure quantities and manage revisions, and who pair it with a separate invitation and leveling tool.
- null · founded null · $$ ($260 to $590 per user, billed annually; the page text we read did not state whether that is per month or per year)
- Bluebeam ranks tenth because it is a drawing markup and measurement tool rather than a bid management system. Its pricing page lists four per-user tiers and bid-document features such as Batch Slip Sheet for page revisions and Quantity Link with Microsoft Excel.
- Pro: The page lists four prices clearly: Basics $260, Core $330, Complete $440 and Max $590 per user, billed annually. Complete adds Quantity Link with Microsoft Excel, and Max adds AI drawing reviews and comparisons.
- Con: Nothing on the page covers bid invitations, bid leveling, prequalification or award. The page text we read did not state the billing unit for the prices. Mobile measurement is not yet available on Android according to a footnote.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

### #11 [WILDCARD, UNRATED] Togal.AI
- Unrated by design. Selected by the wildcard signal model (wildcard-v2.0): https://topelevens.com/methodology/wildcard
- Signal read: This is the clearest example I found of a narrow tool that removes the slowest manual step before a bid goes out.
  - under_the_radar (strong): The pricing page offers unlimited automated takeoffs and image or symbol searches on one plan, which is a lot of function for a product that does not appear alongside the invitation platforms.
  - impact_density (strong): One $299 per user per month Growth plan covers unlimited takeoffs, so an estimator pricing many bids does not pay per project.
  - category_fit_anomaly (notable): It is takeoff, not bid management, so it fits the preconstruction part of the audience and not the invitation or leveling part.
  - ceiling_distance (notable): The only other tier is Business at custom pricing for 4 or more users, so growth beyond that means a sales conversation.
  - price_integrity_under_growth (mixed): Growth is priced per user, billed yearly, and discounts need sales contact, so the cost of adding estimators is not visible on the page.
- Right for: A subcontractor estimator with 1 to 3 users who loses days to manual quantity counts on plans.
- Wrong for: A general contractor who needs to send invitations, level subcontractor bids and award contracts.
- Best for: Estimators at general contractors and trade subcontractors who want automated area and count takeoff from plans before they send a number out.
- null · founded null · $$$ ($299 per user per month billed yearly on Growth; Business is quote only for teams of 4 or more)
- Togal.AI is not a bid management system, but it speeds the step that decides whether you bid at all. Growth is $299 per user per month billed yearly and includes unlimited automated takeoffs, image and symbol searches, and unlimited external collaborators.
- Pro: Unlimited automated takeoffs and unlimited external collaboration come on the single published plan, and trade-specific pages cover drywall, painting, framing, doors and hardware, flooring, electrical and glass.
- Con: The page lists no invitation, leveling or prequalification features. Business has no price shown and is aimed at teams of 4 or more. Multi-license discounts need a demo or sales contact.
- Risk signals (none, checked 2026-10-12): No risk-signal search was run for this entry; none observed on the vendor pages read on 2026-10-12.

## FAQ

**How much does construction bid management software cost?**

On the pages we opened, published prices ranged widely and rarely covered the bid management product itself. PlanHub lists subcontractor Premier at $1,999 per year for 50 miles, $2,349 at 100 miles and $3,299 at 200 miles. Contractor Foreman lists $49 to $332 per month on annual billing. JobTread lists a $199 monthly base plus $20 per internal user. ConstructConnect lists bid leads from $129 per month per market per seat and takeoff from $100 per month, but no price for Bid Management. Procore and BuildingConnected show no price on the pages we could open.

**Is there free bid management software for subcontractors?**

Partly. PlanHub says subcontractors can create a free profile to receive direct invitations from general contractors and bid on projects in a local radius, with wider search and the full toolkit on Premier. PlanHub also says general contractors can post projects for free. STACK says a free version of its takeoff product is available. The BuildingConnected page we opened does not say whether subcontractors can use it free, so we state no answer for it.

**What is the difference between PlanHub and BuildingConnected?**

Both connect general contractors and subcontractors around invitations to bid. On the pages we opened, PlanHub publishes subcontractor prices and describes free project posting and an Integrated Leveler for general contractors. BuildingConnected describes Bid Board Pro, Bid Forwarding for invitations received elsewhere, leveling in BuildingConnected Pro, TradeTapp prequalification and an Autodesk Build integration, but lists no price. Which is better depends on which network your trade partners already use.

**Do I need bid management software if I use Procore for projects?**

Procore's own bid management page says it manages the process from estimate to bid to contract in the same platform, and that it pulls project information and documents from project management into new bids. If you already pay for Procore, ask what bid management adds to your contract before buying anything separate, since pricing is an annual fee by product based on construction volume. The page also notes an open API for connecting other bidding software.

**Can small subcontractors use these tools without a sales call?**

Some can. PlanHub, Contractor Foreman, JobTread, STACK, Knowify, Projul, Bluebeam and Togal.AI publish at least one price on the pages we opened. Procore and BuildingConnected showed none. Note that several of the published-price tools are estimating or contractor management systems with limited bid invitation features, so a published price does not guarantee the bid features you want.

**How often is this list updated?**

We re-score every 90 days, and the next review is 2027-01-10. If a vendor changes a price or retires a plan before then, the list may be out of date, so confirm every figure on the vendor's own page before you buy.
