The field at a glance
What you pay against what you get. Anything up and to the left is punching above its price.
The wildcard · #11
Unrated by designTogal.AI
This is the clearest example I found of a narrow tool that removes the slowest manual step before a bid goes out.
The ten above are scored against the public rubric. The wildcard answers a different question, so it carries no score. It is selected by the wildcard signal model (wildcard-v2.0), read 2026-10-12.
- Under-the-radar coefficientstrong
- The pricing page offers unlimited automated takeoffs and image or symbol searches on one plan, which is a lot of function for a product that does not appear alongside the invitation platforms.
- Impact densitystrong
- One $299 per user per month Growth plan covers unlimited takeoffs, so an estimator pricing many bids does not pay per project.
- Category fit anomalynotable
- It is takeoff, not bid management, so it fits the preconstruction part of the audience and not the invitation or leveling part.
- Ceiling distancenotable
- The only other tier is Business at custom pricing for 4 or more users, so growth beyond that means a sales conversation.
- Price integrity under growthmixed
- Growth is priced per user, billed yearly, and discounts need sales contact, so the cost of adding estimators is not visible on the page.
Right for
A subcontractor estimator with 1 to 3 users who loses days to manual quantity counts on plans.

Buyer's guide6 questions
What is construction bid management software?
Construction bid management software handles the paperwork around winning or awarding work. For a general contractor it creates a bid package, sends invitations to bid to subcontractors and suppliers, tracks who has opened and responded, puts the returned numbers side by side, and records the award. For a subcontractor it finds or receives invitations, keeps a board of upcoming deadlines, and submits the bid. A third group of tools sits upstream in preconstruction: takeoff and estimating products such as ConstructConnect Takeoff, STACK and Togal.AI, and drawing markup such as Bluebeam, which produce the quantities a bid is built from. Some products combine several of these jobs. Procore and BuildingConnected describe the invitation-to-award chain, while Contractor Foreman and JobTread fold bid features into a wider contractor system.
What is bid leveling and why does it matter?
Bid leveling is the step where a general contractor puts subcontractor bids for the same trade side by side and adjusts for differences in scope, so the lowest number is not simply the one that left something out. A concrete example is two electrical bids where one excludes temporary power and the other includes it. Without leveling, that gap becomes a change order after award. On the pages we opened, Procore describes comparing bids side by side to identify gaps and outliers, PlanHub lists an Integrated Leveler, and BuildingConnected mentions comparing bids apples to apples. ConstructConnect's pages describe tracking responses in real time but do not describe leveling. When you test a product, ask to level a real trade package with an exclusion in it and see whether the tool surfaces the difference.
How is this different from estimating or takeoff software?
Estimating and takeoff software answers the question of what the work costs. Bid management answers who is being asked to price it, whether they have responded, and which response to accept. A subcontractor needs both: takeoff to build the number, and a bid board to track the invitations that number goes against. A general contractor leans on bid management more, because most of the numbers come from trade partners. We rank tools by how well they manage invitations, leveling, prequalification and award, so takeoff-first products such as STACK, Bluebeam and Togal.AI sit lower or as the wildcard. That is a statement about this list's focus, not a judgement of their takeoff quality.
Who pays, the general contractor or the subcontractor?
It differs by product, and the pages show it. PlanHub publishes subcontractor pricing, with Premier at $1,999 per year for a 50-mile radius, and says general contractors can post projects for free. Procore says its contract includes unlimited users, including subcontractors, vendors and clients, so trade partners do not need seats. Contractor Foreman says vendors can submit bids without creating an account, and JobTread lists vendor and subcontractor portal users as free and unlimited. If you are a subcontractor, check whether the invitations you want are free to receive and what unlocks wider search. If you are a general contractor, check whether your trade partners are charged to respond, because a fee can reduce response rates.
What does prequalification add to a bid process?
Prequalification checks whether a subcontractor can actually perform before they are invited. Typical inputs are safety records, insurance, references and financial statements. BuildingConnected describes TradeTapp, with custom questionnaires, limit calculations and financial ratios, and an AI feature that converts PDF financial statements into structured data. PlanHub lists a prequalification badge after a subcontractor uploads business documents, and Procore describes prequalification and subcontractor risk analysis from a trusted network. Ask whether prequalification data is shared across the network or kept private, and whether it flows into the bid list when you build an invitation.
Should the bid tool connect to the project management system?
Ideally yes, because the moment of award is where retyping creates errors. Procore says a selected bid converts to a subcontract or purchase order and updates the project financials budget. BuildingConnected says its Autodesk Build integration lets you turn winning bids into contracts. Contractor Foreman says a winning bid can become a purchase order or subcontract. If your project management system is different, ask for an open API or an export of the awarded scope and amount. A standalone bid tool can still work if award data moves cleanly once, not twice.
How to choose
- 1First, decide which side of the bid you are on. A subcontractor needs a bid board, a stream of relevant invitations and a price you can approve without a sales call. A general contractor needs invitation tracking, leveling and award. The tools on this list lean differently, and PlanHub, Procore and BuildingConnected describe both sides on the pages we read.
- 2Second, price your own situation, not the card. PlanHub charges subcontractors by radius, Procore by annual construction volume, ConstructConnect by market and seat, and JobTread by a base plus internal users. These units do not compare directly, so ask each vendor for a quote at your volume and put it in writing.
- 3Third, count who has to log in. If your trade partners must buy a seat to respond, expect fewer bids. On the pages we read, Procore, Contractor Foreman and JobTread say trade partners or vendors do not need paid seats.
- 4Fourth, run a real package through the demo: send an invitation, receive two bids with different exclusions, level them, award one and see whether a subcontract or purchase order appears. If any step needs a workaround, that is how your team will experience the tool every week.
- 5Finally, ask who owns the data. Bid history, prequalification records and trade partner scores are the asset you build, and you should be able to export them if you leave.
Frequently asked6 answers
How much does construction bid management software cost?
On the pages we opened, published prices ranged widely and rarely covered the bid management product itself. PlanHub lists subcontractor Premier at $1,999 per year for 50 miles, $2,349 at 100 miles and $3,299 at 200 miles. Contractor Foreman lists $49 to $332 per month on annual billing. JobTread lists a $199 monthly base plus $20 per internal user. ConstructConnect lists bid leads from $129 per month per market per seat and takeoff from $100 per month, but no price for Bid Management. Procore and BuildingConnected show no price on the pages we could open.
Is there free bid management software for subcontractors?
Partly. PlanHub says subcontractors can create a free profile to receive direct invitations from general contractors and bid on projects in a local radius, with wider search and the full toolkit on Premier. PlanHub also says general contractors can post projects for free. STACK says a free version of its takeoff product is available. The BuildingConnected page we opened does not say whether subcontractors can use it free, so we state no answer for it.
What is the difference between PlanHub and BuildingConnected?
Both connect general contractors and subcontractors around invitations to bid. On the pages we opened, PlanHub publishes subcontractor prices and describes free project posting and an Integrated Leveler for general contractors. BuildingConnected describes Bid Board Pro, Bid Forwarding for invitations received elsewhere, leveling in BuildingConnected Pro, TradeTapp prequalification and an Autodesk Build integration, but lists no price. Which is better depends on which network your trade partners already use.
Do I need bid management software if I use Procore for projects?
Procore's own bid management page says it manages the process from estimate to bid to contract in the same platform, and that it pulls project information and documents from project management into new bids. If you already pay for Procore, ask what bid management adds to your contract before buying anything separate, since pricing is an annual fee by product based on construction volume. The page also notes an open API for connecting other bidding software.
Can small subcontractors use these tools without a sales call?
Some can. PlanHub, Contractor Foreman, JobTread, STACK, Knowify, Projul, Bluebeam and Togal.AI publish at least one price on the pages we opened. Procore and BuildingConnected showed none. Note that several of the published-price tools are estimating or contractor management systems with limited bid invitation features, so a published price does not guarantee the bid features you want.
How often is this list updated?
We re-score every 90 days, and the next review is 2027-01-10. If a vendor changes a price or retires a plan before then, the list may be out of date, so confirm every figure on the vendor's own page before you buy.
How this was scored
Every entry is scored on a 9.4-point scale across 6 weighted criteria, reviewed quarterly. Top 11 takes no payment from any provider on this list. Scores come from a public weighted rubric, and the methodology weights were locked before entry research began. Re-scored every 90 days.
- Every price and feature in this list comes from a vendor page opened on 2026-10-12. If a page returned an error, redirected, or showed no number, we say so and publish no price. We did not use review sites for facts.
- Several vendors could not be read and are not ranked. Buildertrend returned HTTP 403 on its pricing and bid management pages, Downtobid returned HTTP 429 twice, Houzz Pro returned HTTP 503 twice, Dodge Construction Network reset the connection twice, Sage Estimating returned HTTP 403, Buildxact returned HTTP 403, and Autodesk Build redirected to a page that returned HTTP 403. The site getsmartbid.com turned out to be an unrelated freelance product, and ConstructConnect's SmartBid is covered under ConstructConnect.
- Founding year, headquarters, headcount and funding were not read on the vendor pages, so those fields are left empty rather than filled in from memory.
- Prices differ in unit: per year for PlanHub, per user per month for Contractor Foreman's top plan, base plus users for JobTread, per market and seat for ConstructConnect, and by annual construction volume for Procore. They are not directly comparable, so price them at your own volume.
- Knowify's page does not say which of its two prices per plan is annual, and Bluebeam's page text did not state whether its figures are monthly or yearly. Confirm both with the vendor. Contractor Foreman's page shows different guarantee lengths in different tables.
- Scores are an AI editorial judgement against the published rubric, using only the pages we read. Entries without published prices score lower on Pricing Transparency by design. That is a statement about the page, not the product. Takeoff and markup tools score low on bid criteria because their pages describe no bid workflow.
- No vendor has paid for placement. Scores are not a measure of customer satisfaction.
